bump up to 7.98.18 hack base to catch up perl 5.16 changes, cpan modules ..
modified Mail::Delivery::SMTP to catch up IO::Handle changes in Perl
5.16 to avoid a lot of warnings. see RT#66474.
HTML::EntitiesLite added to make HTML::FromText work.
